You can configure Outlook Express to use SSL for communication. if your ISP blocks port 25, you can configure Outlook Express to use SSL secure connection.
To configure SSL (secure connections) in Outlook Express, follow the steps below:

Go to Outlook Express -> Tools -> Account

Click on Mail tab -> highlight your email account -> Properties

Click on the servers tab at the top. At the bottom of that window put the check in the box that says “My server requires authentication”. Then click the "settings” button to the right.

In the “Outgoing Mail Server” window select the “Log on using” option. Make sure that "Use same settings as my incoming mail server" is selected, check the "Log on using secure password authentication" is checked, and make sure the “Remember password” option is checked. Then click ok at the bottom of that window.

Click on “Advanced” tab, Server Port No. for Outgoing Mail SMTP change to 465

'Tick' the “This server require a secure connection (SSL)” box below the SMTP port section (it should look something like the screen below)

Click OK and Close the “Account” window.

Done, your mail account will use secure connection for the email connection
Now you can try to send your email.
Outlook Express may prompt you to accept a security certificate, just click on "Accept" or "Trust" to complete the process. (it will look something like the below screen)
